I. SCS for S-1, Abolishes COAH

A draft Senate Committee Substitute (SCS) for S-1, which abolishes COAH and reforms the Fair Housing Act was made available earlier this week.   The new draft bill is available online at: http://www.njslom.com/SC1-housing.pdf

The League summary is a working document that may be revised as we continue our analysis of the new bill.  Since S-1 is posted for consideration by the Senate Economic Growth Committee on Monday, we wanted to give you the opportunity to review both the bill and have a summary to assist you. Please check our website for further updates.

II. Time of Decision

As you know, the bill eliminating the time of decision rule (S-82) is posted for a Senate vote today (Thursday.)  We thank you for the countless resolutions and outreach in opposition to this legislation.  

The Assembly companion, A-437, is posted for a vote in the Assembly on Monday.   We urge that if you have not reached out to your Assembly representatives, please contact them and ask them to oppose A-437.

In spite of strong opposition from the local leaders and the environmental community, development interests have fast-tracked this legislation, so that it is sent to the Governor’s desk next week.
