Dear County Committee Member,

Shortly, I will be making an announcement that I will seek the Office of Sheriff.  With respect to your position in our party, I believe it is my duty to notify you first.  In order for me to have your support, I feel that it is necessary to inform you what the constitutional duties of a sheriff are, and what I consider should be the qualifications and experience for someone seeking that office.  All candidates should have proven experience, dedication and integrity.  I believe that I’ve met those criteria.

The New Jersey State Constitution and State law provides that the Sheriff’s primary duty is the safety and security of the courthouse and courtrooms, the transport of prisoners, to make warrant arrests, to execute civil process, and to conduct sheriff’s sales.

Experience - I have twenty years of service to the people of Hunterdon County, eighteen years as a freeholder and the last two years as an undersheriff.  No other candidate has this experience.  It is imperative in order to be an efficient and cost effective sheriff, you need to know how county government operates and fully understand how the Board of Chosen Freeholders functions in the budget process.  Again, no other candidate has this experience.  

One of my duties as undersheriff is oversight of civil process.  With my dedicated staff and our officers, we served nearly 2,300 Superior Court papers (summons/complaints/writs) in the last two years, which produced an income of over $107,000.  In addition, we closed 158 Sheriff’s sales which brought in over $417,000 to the County in ‘08 and ‘09.  Thus, in Civil Process alone, the Sheriff’s Office produced nearly $525,000 in income.  Moreover, the Sheriff’s Investigations Unit through the pursuit of parents delinquent in child support provided over $220,000 to the County.  Few people realize that the Sheriff’s Office produces revenue.  In the last two years, total revenue for the County totaled nearly $770,000.  No other candidate has this experience.

I serve as the coordinator and am a certified instructor for Project Lifesaver, a program that locates lost individuals suffering from Alzheimer’s, dementia or Autism when they wander.  Project Lifesaver provides a measure of comfort to the families of these individuals by assuring them that their loved one will be found.  Every sheriff’s office in the State of New Jersey participates in this program.  No other candidate has this experience.

Finally, in order to better prepare myself to serve as sheriff, I felt that it was imperative that I further my education and training in law enforcement.  Although a sheriff’s responsibilities are primarily administrative, it is, after all, the highest elected position in law enforcement.
